Yes, with two approvals. Most of Dallas and Fort Worth lies in controlled airspace around DFW, Love Field, Addison, Meacham and Alliance, all LAANC airports, so an FAA Part 107 pilot gets near-real-time authorization for flights under 400 feet. And Texas Government Code chapter 423 makes drone images of private property lawful with the owner's or occupant's consent; its real estate exemption covers only licensed brokers, so we get written consent for every aerial and keep neighbors and people out of frame.
Not for a shoot on your own property with no street use. Filming on public property, such as streets, sidewalk closures or restricted parking, needs a permit from the City of Dallas Office of Special Events, and the Dallas Film Commission asks productions to register first. In Fort Worth a street-use permit costs $250 plus a $700 deposit and is filed 72 hours ahead, with $1 million liability insurance naming the city.
